Results Outside of Tallinn, Tartu
Election results from outside Tallinn and Tartu are mostly in, with the Social Democrats and IRL the biggest gainers.
The Social Democrat post-election celebration was probably wildest in Kuressaare, where the group increased its share of the 21-seat council from one to eight, taking seats from the Reform Party, which it pushed to second place, and the Center Party.
Narva was another city where the Social Democrats made a breakthrough. Falling just below the 5 percent threshold needed to win seats in 2009, they grabbed 11 seats out of 31 this time around.
The party also made huge gains in Valga and Paide, but lost control in Rakvere.
While it didn't make the huge leaps seen by the SDs, IRL took smaller numbers of seats in more places, most notably in Viljandi.
In Haapsalu, Valga and Võru, the power balance has largely remained the same.
