Estonian President Toomas Hendrik Ilves said that he considers democratic dialogue the only solution to the crisis in Ukraine in which tens of thousands of protesters have rallied against the presidential administration.

"I am following the escalation of violence in Kyiv with concern. The solution cannot be the wielding of rubber clubs by special operations units against peaceful demonstrators, nor can it be attacking government buildings in bulldozers," Ilves told uudised.err.ee on Monday.

The European Union has been holding talks with Ukraine on the assumption that it is a state that ensures its people liberty and the opportunity to peacefully express their wishes and concerns."

The Ukrainian interior ministry announced yesterday that additional forces would be deployed to keep the massive protests under control.

The protesters are upset over President Viktor Yanukovych's decision - made just before the Eastern Partnership meeting in late November - not to sign an association agreement with the European Union.

Ilves had met with Yanukovych in Tallinn in mid-October and there were no indications of cold feet.
