The University of Tartu council has endorsed a plan to restructure the institution by creating four major faculties from 2016, but vetoed the new statute to give additional time for discussions on the reforms.

In its June 26 decision, the council's head Kersti Kaljulaid said the veto is aimed at allowing for more time to explain the aims of the reforms to the public and co-ordinate it within the university.

On June 30, the rector of the university Volli Kalm will meet with his colleagues from the faculty of law, which has been vocal in its opposition to the reform, because the reform sees the law school incorporated into the Social Sciences faculty effective 2016.

The new senate of the university will take office on July 1 and will have to endorse or reject the new statute. If the senate endorses the new statute, with or without amendments, the council has no choice but to approve the decision.

In a previous decision, the council came up with a list of suggestions for the reorganizing of faculties to preserve their historical identity while pushing ahead with the reform.
