Sulev Kannike, the Estonian ambassador in Kyiv, said Russia's recent threats against Ukraine are part of a power play.

Kannike told ETV on Sunday that Russia has made a number of statements recently, and President Vladimir Putin needed ammunition ahead of a meeting with his German counterpart, Angela Merkel, in Brazil shortly before the World Cup final.

He said the international media is saying both sides are preparing for the end game in Donetsk and Luhansk, but the Ukrainian government has said it will not attack larger cities head on, and there will be no urban battles.

Ukrainian President Petro Poroshenko has, during his short term, announced a cease-fire which was quickly rescinded. Nothing is currently certain, Kannike said.

Russia has threatened military action after a shell, allegedly fired by Ukrainian soldiers, killed a person on Russian territory early on Sunday. Ukraine has denied it fired the shell, saying it is a provocation by Russia.
