Head of the Foreign Affairs Committee Marko Mihkelson said Russia's soft power policies are increasingly purposeful.

Russia has increased the systematic use of soft power with the aim of creating a so-called "Russian World" next to its borders, he said.

“Russia is increasingly using the term 'Russian World' in implementation of its policy of expansion, which, with its aggression, endangers the principle of international laws and the independence of neighboring nations which used to belong to the Russian Empire. We have to be able to recognize the goals of the implementation of Russian soft power and also the methods, so to better combat factors menacing the independence of Estonia,” he said.

Estonia must focus more on psychological defense, Mihkelson said, adding that the planned ERR Russian-language channel is the step in the right direction, but it will take a year before it is up and running.

“It is important to understand that those who protect their values go on to win in the information war,” he said.
