A bill is currently under debate in Parliament which would force certain civil servants, numbered in the thousands, to register any trips they make to Russia and Belarus.

Officials with access to state secrets are already encouraged not to travel to Russia, while Defense Forces' members and even some Defense League volunteers have to ask permission to travel to the nation, Postimees reported.

Harry Puusepp, the spokesman for the Estonian Internal Security Service (ISS), said attempts to recruit Estonian officials by Russian intelligence services have recently increased and become more aggressive, and ISS does talk to civil servants with access to state secrets before, and sometimes after, traveling to Russia, while Interior Ministry Deputy Secretary General Erkki Koort said the final list of civil servants who the bill could affect, is yet to be finalized.
