The Ministry of Justice is planning amendments to the Penal Code on paragraphs dealing with terrorism.

The ministry said terrorism crimes need to be cleared up in legislation, including adding clauses on training in the art of terrorism, traveling to abroad with the aim of carrying out acts of terror and funding and organizing such trips.

Justice Minister Urmas Reinsalu said the definition of an act of terror must be expanded. He said an international contact point, operational 24 hours, seven days per week, must be established to improve communication on terrorism.

“There is a war on terror going on in Europe. Military operations by Western nations will intensify the fight. In Estonia too, first people have received terrorism-related charges. This means we must act to prevent dangers,” he said.

The amendments will also bring Estonian legislation in line with UN and Council of Europe conventions, resolutions and advice.

The Ministry of the Interior is also drawing up a bill to expand the powers of intelligence agencies, such as allowing authorities to commit crimes like buying illegal weapons if it leads to the capture of bigger fish. Authorities would also be allowed to conduct emergency operations like searching homes, without the need for a warrant, if they are unable to reach a judge. In such cases, permission must be asked at the earliest opportunity.
