Eesti Post Fined for Competition Violations
The Competition Authority has fined Eesti Post 36,000 euros for giving a company unfavorable treatment compared to its own subsidiary.
The postal service, which has market dominance, provided services to Itella Information AS on unfavorable terms, according to the regulator.
Itella Information arranges bulk mailings, providing printing, collation and envelope stuffing services.
The Eesti Post subsidiary Eesti Elektronpost AS provides the same services.
Neither Itella nor the subsidiary provide letter carrier services and have to order it from one of the postal companies, of which Eesti Post is by far the largest and the only nationwide service provider.
In September 2010, the Finance Ministry held a public procurement for euro calculators and for notifying the public regarding the introduction of Eesti Energia's new information system.
Eesti Post gave its own subsidiary significantly better rates for distribution of these mailings, in the opinion of the Competition Authority.
