Minister of Economic Affairs and Infrastructure Kristen Michal is forming a working group to analyze the competitiveness of Estonian shipping, which will primarily be tasked with studying taxation in the shipping sector.

Based on the results of the analysis, the group is to make proposals regarding possible changes to the tax environment of Estonian shipping, including possible changes in income tax, social tax and unemployment insurance premium rates for shipping crews and the introduction of a tonnage tax on shipping companies as an alternative to income tax, the minister’s order noted.

Appointed as members of the working group will be senior officials from the Estonian Maritime Administration as well as specialists from the Ministries of Economic Affairs and Communications, Finance, Social Affairs, Justice, and Rural Affairs.

The group is to submit its report to Michal no later than November 30.
