Elering Goes Ahead with Preliminary Work on Data Warehouse
In the wake of controversy over a public procurement, Elering decided that it would opt for the minimum version of its data warehouse needed for the smooth deregulation of the electricity market.
The working group in charge of the power market data warehouse gathered on March 26 to discuss the next move after the Public Procurement Appeals Committee upheld a challenge by an unsuccessful bidder.
While Elering's appeal to Administrative Court is pending, it was decided that Elering would continue preliminary work on the project to avoid risk of the work not being completed on time.
"The data warehouse steering group found that no matter what legal end solution is picked with regard to the procurement, it would be able to prepare a minimum version of the information system to support the smooth opening of the market on January 1, 2013," said a spokesman for Elering, the transmission system operator.
An analysis of the business processes related to the system has been conducted and progress is being made with the specifications of data formats. This will be followed by development and testing, and the work will be passed on to the system developer, once the Administrative Court decision has been made.
The Public Procurement Appeals Committee decided last were that Elering did not have the right to award the contract to Tieto Estonia and Tieto Latvia.
The contract is for the development of the electronic trading system that will connect suppliers, grid operators and clients.
