Import Rules to Be Tightened in Fall
The Parliament on Thursday approved a law draft that specifies the rules on taxable goods imports from outside the EU, in an attempt to reduce delays at the border and hinder illegal trading.
The new law will have the greatest effect in Narva, where roughly 10,000 people cross the Russian-Estonian border every day, many bringing in cheaper fuel, alcohol and cigarettes, ETV reported.
Taking effect from October, the law stipulates that alcohol, tobacco and fuel can be brought in tax free from outside the EU when they are considered coincidental, the Finance Ministry said in a statement.
In reality, this means alcohol can be brought in tax free once a month and tobacco, twice a month. Officials may allow additional tax exemptions in cases where they find coincidental imports.
