Estonia's second largest island of Hiiumaa could see the construction of a 700-megawatt offshore wind farm in the next decade.

Developers and representatives of the Hiiu municipality signed an agreement on Thursday to analyze the idea, ETV reported.

Locals have been against any similar development on the island, but more open to offshore wind turbines, and the project, if completed, would give the islanders a share in the operating company.

The developer is Nelja Energia, a renewable energy company owned by a Norwegian company (69 percent), Estonian investors (29 percent) and the European Bank for Reconstruction and Development (11 percent).

The project would cost around 2.1 billion euros with an estimated construction time set for between 2018 and 2022.
