Every fourth person working for the Ministry of Social Affairs quit the ministry last year, the highest such ratio of any ministry.

Three years ago, the ratio was about one in nine, and the main reason for the increase in staff turnover is low salaries compared to other ministries and state institutions, Postimees reported today, adding that a lack of motivation and possibilities to realize ideas are other cited reasons.

The ministry has the second lowest average salaries (1,329 euros gross monthly) of all ministries, only the Ministry of Foreign Affairs has lower (1,232 euros), but their staff can look forward to lucrative foreign assignments, while the highest salaries are in the economy (1,750) and justice ministries (1,742).
