Last year the state, and state institutions, conducted 9,107 procurements in Estonia, worth a total of 4.3 billion euros, the most ever.

The Health Insurance Fund was participant in more than half of the tenders, as it signed many long-term and expensive deals adding up to 2.4 billion euros. Although much of that money will not be paid out this year and many of the contracts will last 60 months.

Besides health insurance, 590 million euros went towards construction through 2,000 tenders. Petrol, electricity and other fuels and energy sources were also high on the list with 110 million euros in 187 tenders, as were transport services, such as rail and ferry subsidies, totaling 315 million in 121 procurements.

The figures for 2013 were a total of 8,078 tenders costing 1.6 billion euros.
