Previously, applicants for issuing and renewal of various licenses issued by the Road Administration had their picture taken in a photobooth on site. Since 2014, when license renewal was brought online, it was also possible to use current photos and signatures already on file in a state agency database. Now, the Road Administration is planning to lose the on-site photoboxes.

If the person applying for their driver’s license already has a valid ID-card, it is not necessary for them to physically come in to take a new photo, as applications for driver’s licenses will be able to be submitted electronically — saving applicants a trip to their local Road Administration regional office.

According to Triin Adamson, PR specialist at the Road Administration, the plan is to remove the photobooths from the Road Agency's regional offices within the coming months, although she did not share exact details on when, how, or where exactly this process will begin.

This new arrangement will allow both applicants to save time and the state government to save money on administrative costs, Ministry of Economic Affairs and Communications public relations advisor Mihkel Loide told the ERR news portal.

“We have been working for some time already on the zero-bureaucracy project, with which we will be reducing the amount of bureaucracy and reporting [required] for businesses,” explained Minister of Economic Affairs and Communications Kristen Michal. “We are trying to follow the same principle in dealing with ordinary citizens as well. It is only logical that it is not necessary to repeatedly submit the same information when applying for [different forms of] government-issued ID if none of the info has changed. If a person’s current photo and signature are already in the database of one state agency, other state agencies can use said photo and signature in issuing their own documents.”

According to end of the year statistics, as of 2015, there were 609,219 valid driver's and other licenses, including taxi and commercial licenses, issued in total by Estonia’s Road Administration.
