Estonian state institutions and telecommunications companies are taking part in the fourth pan-European cyber exercise Cyber Europe 2016, an exercise that tests the ability of institutions providing vital services to handle cyber attacks.

According to spokespeople for the Estonian Information System Authority (RIA), Cyber Europe 2016 is focused on testing the ability of the data communications services of businesses and state institutions to continue functioning in the case of open or covert cyber attacks.

Estonian participants in the exercise include Tele2, Elisa, the IT center of the Ministry of Finance, the State Infcommunication Foundation (RIKS), the Center for Registers and Information Systems (RIK), Tallin Airport, the Police and Border Guard Board (PPA) and the Cyber Defence Unit of the volunteer Estonian Defence League.

Martin Mõtus, Chief of Protection of Critical Infrastructure at the RIA, said that the training exercise primarily tests the ability to solve cyber incidents.

"In a situation where dependence on information technology is ever increasing, the ability of institutions to engage in international cooperation in fending off attacks must increase as well," said Mõtus.

During the annual exercise, both domestic procedures as well as information exchange with other EU member states is put to the test.

The main organizer of the cyber training event is the EU Agency for Network and Information Security (ENISA); its coordinator in Estonia is the RIA.
