French Ambassador Michel Raineri sent a letter to Estonian President Toomas Hendrik Ilves on Tuesday, expressing his sympathies to the next of kin of the two Estonian citizens killed in last week’s terrorist attack in Nice.

“Together with the French authorities I am deeply shocked by people from your country losing their lives in this vile attack. I would like to express my sympathies to the victims’ next of kin and the whole people of Estonia,” the letter read.

The ambassador said that terrorism wasn't targeting France and French citizens alone, but that it affected everyone.

“It affects all of us because we share the same values, which are freedom and respect for the human being,” he wrote. “It is in this key that France once again reaffirms that only unity of Europe can help us win over hate and hostility.”

Two Estonians were killed when Mohamed Lahouaiej Bouhlel, a 31-year-old Tunisian national, drove a truck into crowds of people leaving the French national day fireworks display in Nice on the evening of July 14. 84 were killed, among them two Estonian nationals. Three residents of Estonia, including a citizen of Russia living in Estonia on a residence permit, were hospitalized with injuries.
