Russia does not control all separatists, says Estonian officer

Lieutenant Colonel Vahur Karus said heavy fighting is taking place before the ceasefire deadline arrives early on February 14, as the front line will be fixed then.

He said fighting is going on around the city of Debaltseve, a transport hub between Luhansk and Donetsk.

Despite the looming ceasefire deadline, Karus said there is a great risk that some units will carry on fighting.

“The current ceasefire text allows separatists to violate it under any excuse. That [the ceasefire] can not be guaranteed as Ukraine is not fighting against another state, which could guarantee that armed units will actually lay down their arms. There are signs that Russia does not control every militia in the region,” Karus said.
