OECD and Estonia review governance reform roadmap

Secretary of State Heiki Loot met with Deputy Secretary General of the OECD Mari Kiviniemi on Friday. At the meeting they discussed the implementation of the recommendations made to the Estonian state in the OECD’s latest governance report.

After a joint review of Estonia and Finland’s commitment to public governance reform, the OECD recommended to the two governments in February to focus on five strategic objectives and set up a dedicated contingency fund or policy reserve to support according initiatives.

The review discussed challenges directing government policy and strategy, and the opportunities of digital government. It also provided country-specific recommendations and introduced a joint roadmap to support Estonia and Finland’s ambitions to develop well-designed cross-border services for citizens and businesses.

Both governments set their five priorities in spring this year. The prime ministers of Estonia and Finland signed a joint declaration in May that included an initial road map for data exchange and e-services between Estonia and Finland. They also agreed that by the end of the year, specific action plans would be drawn up to launch automatic data exchange between commercial registers, population registers and social support data, digital prescriptions, and in the maritime field.

The OECD also highlighted insufficient cooperation among ministries, recommending that the government break down barriers to pool knowledge, resources, and expertise across the system to achieve better results in the public sector.
