Online polls open for Estonia's general election

E-voting and early voting have started in this year's parliamentary elections.

From 9:00 today, voters can vote over the Internet at their computers. Noon will mark the start of early voting at county seats.

Electronic voting is open until February 25 at 18:00. Until then, voters can also change their e-votes by voting a second time, either by e-vote or by casting an early vote.

Early voting will be open in county seats until the evening of February 22. Anyone can vote early in any of precincts, but only for the candidates running in the respective registered voter's district. February 23 to 25 will see early voting in all locations. The same rule applies - voters can vote early anywhere in the country, but only for the candidates in their district.

On March 1, Election Day, voters can only cast votes in person at the precinct in which they are registered. Voters are required to take with them an ID (a driving license or pension certificate is also accepted, unlike in banks).



E-voting has grown increasingly popular. The first time it was used was in the local elections of 2005. Only 9,287 of the turnout of just over half a million voters cast their vote online. By the general elections of 2007, the e-voters numbered 30,275.

In the 2009 local elections, 104,313 of 662,813 voters voted online.

In the last five years, about one-third of voters vote online - around 100,000-140,000 voters, 140,846 at the last general election in 2011.
