In the resort town of Haapsalu, which has been a Reform Party stronghold for most of the re-independence era, the Reform Party wasted no time in deciding to continue its coalition with the Center Party, the local Lääne County daily reported.

Within 30 minutes of the election results last night, local Center Party leaders Jaanus Karilaid and Peeter Vikman arrived at the Reform Party's victory celebration, and after conferring for a few minutes, the coalition agreement was signed, said Lääne Elu.

According to Karilaid, both he and Mayor Urmas Sukles were telephoned by IRL, but the productive cooperation of the last four years convinced them to go ahead with the pact.

Reform and Center finished 1-2 in the results, with a combined 63.5 percent of the popular vote and and 14 of the town's 21 mandates. Of the remaining seats, IRL (Reform's partner in national coalition) will have five seats and the Social Democrats, two.
