Newspapers are reporting that Tallinn Mayor Edgar Savisaar issued three decrees at the end of May, handing out 132,000 euros in performance pay, then classified the decision for seven years.

Postmees reported today that the extra stimulus package for Tallinn City employees, which was also paid last year, but to a smaller extent, was then classified, a decision with which the Data Protection Inspectorate disagreed with and asked the city to revoke.

City Secretary Toomas Sepp, who himself bagged 3,050 euros in bonuses, told the daily that the performance pay, which was paid out to department heads, district elders and City Office workers, came after employee evaluations.

Opposition members of the Tallinn City Council said the topic was not discussed at the council meetings, with ex-Center Party and current Reform Party Tallinn council Ain Seppik adding that the move "looks like the Center Party is trying to channel city funds to the party."
