When the new coaltion took over, one of the more unusual changes rolled out was that the economy and social affairs ministries would henceforth be headed not by a single minister but by two more specialized officials. That change became law after President Toomas Hendrik Ilves approved the move yesterday.

Under the changes, the previous minister of Economic Affairs and Communications Urve Palo will be the minister of Economic Affairs and Infrastructure. Minister Anne Sulling received the title minister of Foreign Trade and Entrepreneurship. In social affairs, Helmen Kütt became Social Welfare Minister, while Urmas Kruuse was renamed the minister of Health and Labor.

Kütt's title in Estonian - literally "social defense minister" - prompted a quip that Estonia now has two defense ministers.

Furthermore the responsibilities of the Minister of the Interior and Minister of Regional Affairs have been combined in the portfolio of Hanno Pevkur, the Minister of the Interior.
