At its congress over the weekend, the Social Democratic Party revealed its platform for the 2013 local elections.

The biggest problem facing Estonia is emigration, according to the party, which said it will seek to strengthen local municipalities to induce people to return.

“These problematic trends are amplified by the convictions of the ruling parties that the market orchestrates everything and that state powers must not guide the job market or regional and economic development. The main goal is to gather wealth, and only after that is it possible to become caring, healthy and smart,” the party said in its election program.

Commenting on one of the main topics of the election, administrative reform, the Social Democrats said they do not support the forced mergers of Estonia's 226 local governments, and would instead look over the funding of municipalities, giving them more financial autonomy.

The platform goes on to say that, in a more long-term perspective, power should move from rural municipalities to county level governments.

Mayoral candidates named

The party named its candidates for mayor for the following local governments:

Tallinn: Andres Anvelt, MP, former high-ranking police officer
Narva: Jevgeni Ossinovski, MP
Paldiski: Stanislav Tšerepanov, current Paldiski mayor
Rakvere: Kairit Pihlak
Viljandi: Randel Länts

Social Democratic candidates for other major population centers are yet to be confirmed.
