Estonian President Toomas Hendrik Ilves passed Finnish Prime Minister Alexander Stubb as the most active EU leader on Twitter.

On average, Ilves makes 31 tweets a day, easily beating Stubb’s average of 18.

According to an annual survey by Burson-Marsteller, a public relations and communications firm, Ilves, along with Stubb and Swedish Foreign Minister Carl Bildt, was also notable as one of the few leaders to personally update his Twitter account, the Finnish daily Helsingin Sanomat reported on Wednesday.

The study Twiplomacy analyzed 643 government accounts in 161 countries.

Ilves famously got into an argument on Twitter with economist Paul Krugman, who criticized Estonia’s austerity policies. The spat propelled the Estonian head of state to the “Twitterati 100” list of Foreign Policy magazine and inspired an opera.
