Former Tallinn mayor Ivi Eenmaa, who currently sits on the city council, said that Tallinn is duplicating many services offered by the state, and they are emptying the city's coffers.

“The city's municipal police, supervision of water-works companies, the chancellor of justice and other similar offices have not made the city's residents any safer, have not brought down prices and certainly have not increased the sense of justice, and the soon-to-be opened municipal stores will not decrease the price of food,” Eenmaa told Postimees today.

She said that the city's administration has morphed into a borderless, single-cell creature that is only growing, adding that all those funds could be better spent on renovating kindergartens and infrastructure.
