Chancellor of Justice Indrek Teder proposed that the Parliament stripped three Center Party MPs of their parliamentary immunity: Lauri Laari, Priit Toobal and Urbo Vaarmann.

According to the law of criminal procedure, the chancellor of justice proposes the removal of immunity based on suggestions by the prosecutor general, unless the charges are politically motivated or unfounded for other reasons, but in this case, the chancellor did not find this to be the case, uudised.err.ee reported.

In February, the Prosecutor General Norman Aas asked Teder to petition for the Parliament to strip the three MPs of their parliamentary immunity in connection with alleged instigation to unauthorized surveillance. Toobal and Laasi could face charges of instigating unauthorized surveillance and the violation of confidentiality of messages, after they allegedly influenced Ivor Onksion to illegally access the e-mail account of a high-ranking official and forward e-mails from the account.

Teder stressed that it is not within his competence to judge the evidence in the cases and therefore will not take a stand on whether or not they have committed the acts described in the prosecutor general’s application.

The chancellor must remain within the limits of the specific cases and if the parliament grants permission to continue criminal procedures, it must concern the specific crimes and circumstances mentioned in the prosecutor’s application.
