The Estonian Union for Child Welfare said the gender-neutral cohabitation bill, currently being debated in Parliament, is a step towards more openness and equality in society.

Positioning itself on the other side of a number of religious and other NGOs, the union said in a letter to the Parliament's Legal Affairs Committee, the topic of same-sex couples should be explained in schools and kindergartens.

“A child's welfare is increased by the awareness and neutral attitude towards same-sex couples by his or her friends,” the union said.

The union said children should come first no matter what the bill will look like at the end.
