The 2014 Global Slavery Index estimates that 4,800 people are in modern slavery in Estonia. That puts Estonia in 86th in a ranking of 167 countries.

The report notes that the government has a response to modern slavery, with limited victim support services, a criminal justice framework that criminalizes some forms of modern slavery, has a national action plan and national coordination body, and has policies that provide some protections for those vulnerable to modern slavery.

Around the world today, there are an estimated 35.8 million men, women and children trapped in modern slavery. That is 20 percent more than previously estimated, whether through human trafficing, forced labor, debt bondage, forced or servile marriage, or commercial sexual exploitation.

However, there is evidence that some government policies and practices may criminalize and/or deport victims, and/or facilitate slavery. Services are largely provided by non-government organizations with international funding, with limited government funding or in-kind support.

The country with the smallest percentage of people estimated to live in slavery, is Iceland. Mauritania is in the worst position.

The most adequate government response is assessed to come from the Netherlands and the least vulnerable citizens come from Norway and the Netherlands. Most vulnerable are the people from Somalia, Eritrea and Sudan.

Estonia ranks 12th in Europe, where the situation is the worst in Bulgaria. Lithuania ranks 8th, and Latvia 19th.
