Estonia has decided to name a permanent defense attache to Ukraine, and signaled its willingness to help the nation with its defense reforms.

Defense Minister Sven Mikser said NATO approved a number of measures in its relationship with Ukraine, after a meeting of the alliance's defense ministers, ERR radio reported on Wednesday.

Mikser said the measures do not mean heavy troop movements to border nations, but improving quick-reaction capabilities.

“One thing we can offer Ukraine is our experience with defense reform,” Mikser said adding that military experts could also be sent to the nation.

NATO Secretary General Anders Fogh Rasmussen said the alliance's efforts in Afghanistan will no longer be a combat mission, although US forces will remain to counter terrorism.

“Estonia is ready to contribute to the mission (of training and support). We can not repeat the mistake made by the West and international community in 1990 when Afghanistan was left to survive alone,” Mikser said.
