A televised clip of Tallinn Mayor Edgar Savisaar, ice skating and then greeting viewers in a costume with a big "S" emblazoned on it - for either Savisaar or Superman - has cost a total of 107,000 euros to produce and air.

The cost for making the 30-second clip was 35,000 euros and a further 72,000 euros of Tallinn taxpayer money was used to air it on private television channels. The sums add up to 25 cents per resident, Eesti Päevaleht reported.

Anto Liivat, the head of the Social Democrat faction in Tallinn City Council, has asked the Political Party Funding Oversight Committee for its opinion.

IRL's Ken-Marti Vaher said a bill, which was recently rejected by Parliament, would have banned local government and state ad campaigns 40 days before any elections.

Political parties have launches taxpayer-funded ad campaigns shortly before elections before. The Center Party has led the way, running a 100,000-euro ad campaign, again featuring Savisaar, in Tallinn before the 2013 local elections. That campaign called on people to do more sports.
