Miilits Picked to Spearhead Europol Afghanistan

Tarmo Miilits, the outgoing chief of law enforcement, has been named the new head of Europol's mission to Afghanistan.

Miilits is leaving his post as deputy director of the Police and Border Guard Board to lead a team of roughly 100 police officers from EU member states whose mission is to train Afghan police, Eesti Päevaleht reported today.

Miilits will travel to Kabul in December at the latest.

According to the Estonian Ministry of Foreign Affairs, no Estonian has previously held such a high position on a EU mission.

High-level changing of the guard

The new director general of the Police and Border Guard Board, Elmar Vaher, has asked three out of five deputy directors to leave, replacing them with his own team.

Postimees speculated at the beginning of June that Vaher is seeking to change the governing style of the nation's largest public sector institution, where critics have said communication between superiors and subordinates has been lacking.

Tõnu Hunt, who led the border guard department, and Raigo Haabu, head of criminal investigations, were the other two chiefs to be replaced.

Haabu has been offered another position in law enforcement, while Hunt is the new counselor of internal security at Estonia's embassy in Moscow.

Vaher himself was appointed in mid-April, after a drawn-out search for a new chief which saw both Hunt and Miilits putting their own names forward.
