A registry of people interested in adopting a child would make the adoption process easier, says NGO Oma Pere head Sigrid Petoffer.

Petoffer said a registry would allow would-be parents to get help from one source, as currently they are running from one county to another to talk to different officials.

She said people currently have to tell the same story to many officials, and that story is often of failure to get a child by biological means, she added that telling this story over and over again is psychologically hard.

There is a lot of confusion in the current process, Petoffer said, adding that courses are available for people wanting to adopt, but the waiting list for a training course could be as long as four years.
