Only 10 percent of fines handed down by courts in civil cases are paid, with the total debt passing the 500 million euro mark.

Bailiffs opened 40,000 new cases last year, closing only 26,000 with 190,000 still open from previous periods, Eesti Päevaleht reported today.

According to the daily, many debtors move to foreign countries or hide their incomes, making life for bailiffs far harder.

According to the Chamber of Bailiffs and Trustees in Bankruptcy, Estonia has 49 only bailiffs and 23 assistant bailiffs.
