The family of the 15-year-old who is likely to be charged shortly in modern Estonia's first school shooting has issued a statement.

"Our family is in a state of shock. What happened Monday is incomprehensible and very tragic. Our whole family expresses sympathy to the loved ones of the teacher, Ene Sarap," it read.

"At this time, we can only ask for understanding and to allow us to deal with our grief in peace and search for the answer - why?"

Sarap, who sustained multiple gunshot wounds, died in a classroom in Viljandi's Paalalinna School on Monday afternoon.

An insanity defense may be in the offing as the lawyer said after meeting with the defendant that he heard "voice in his head." The youth also expressed remorse, Mihkel Gaver told Eesti Päevaleht daily.

The Penal Code sets forth a punishment of a maximum 10 years for homicide if perpetrated by a minor. A defendant must be at a minimum 14 years of age to be culpable in the first place.
