The greatest damage done on Thursday was to the image of the Information Board, Estonia's foreign intelligence service, says former security adviser and security company owner Jaanus Rahumägi.

ISS, the internal security service, said on Thursday that two Information Board employees have been arrested and two more accused of embezzlement.

“Above all, it shows a negative side, that these things happen. The positive side is that these things are found out and dealt with in accordance with Estonian legislation,” Rahumägi told ERR radio on Thursday.

He said one side is the financial damage done by the crime, but the loss of trust is far more important.

“Trust is oxygen for secret services,” he said.
