Estonia, Netherlands to create cooperative platform for cyber security studies

Estonian Foreign Minister Marina Kaljurand and Foreign Minister of the Netherlands Bert Koenders agreed on Monday to the creation of a cooperative platform for studying and promoting international law, relevant political norms and state practices applicable to cyberspace.

“I am delighted that cyber cooperation between Estonia and the Netherlands has reached a new level – it will benefit the international community, not only two countries," Kaljurand said after meeting her Dutch colleague. She added that it is important to avoid duplication and to complement the activities of existing multinational forums such as the UN’s Group of Governmental Experts on Cybersecurity and the NATO Cooperative Cyber Defence Centre.

Estonia also hosts the latter, a NATO-accredited research and training facility dealing with education, consultation, lessons learned, research and development in the field of cyber security. It aims to enhance the capability, cooperation and information sharing among its member and partner states.

The newly agreed platform will be the basis for an annual meeting of experts and for academic cooperation, which is supported by regular consultations and an annual review of the legal bases of behavior in cyberspace.

Initially, the focus of cooperation will be on the context of international security in cyberspace, but the analysis and promotion of other topics will also be considered in the future. The first cooperative meeting in the new framework is planned for next spring in Tallinn.
