Economic Affairs Minister Urve Palo told the European transport ministers, who met in Luxembourg, that EU should set regulations for the use of civilian drones, or remotely piloted aircraft systems.

Palo said the focus of the new regulations should be on aviation security, and the regulations are needed to ensure safety in a situation where the number of flying objects is increasing.

Risk-analysis based technical requirements should be set by the European Aviation Safety Agency (EASA). EASA should also carry out the drone certification process and EU member states would then ensure that the safety regulations are followed.

The European Commission has organized a public consultation on the policy on civilian drone use. Feedback is expected from everyone who has an interest in the issue, and it should be submitted by October 24.
