France to Increase Cyber Defense Cooperation, Invited to Next Kevadtorm Exercise

On a two-day visit to Estonia, Vice Admiral Arnaud Coustilliére, the head of the Cyber Defense Unit of the French armed forces, agreed with Defense Ministry officials to bolster cooperation in the field of cyber defense.

“France is one of the most capable countries when it comes to cyber defense. For its part, Estonia has unique experience in being targeted by cyber attacks and is the site of the NATO Cooperative Cyber Defense Center of Excellence,” said Taimar Peterkop, undersecretary for legal and administrative affairs, after the meeting held at the Ministry of Defense today. 

He said France is interested in Estonia’s experience in strengthening the Defense Forces’ cyber defense capability and creating a cyber defense alliance. 

“Estonia, in turn, has a clear interest in establishing close contacts for exchanging information and sharing experience,” said the undersecretary. 

“The French have experiences in adding cyber topics to the curriculum for senior officers. Another possibility to be considered is bilateral exchange of academic supervisors and students in the field of cyber defense,” said Peterkop.

Peterkop, along with Navy Captain Igor Schvede, who also participated with him in the meetings, invited the French to participate in the annual Estonian exercise held in spring, Kevadtorm, where troops in the last two years have also participated in cyber incident scenarios. 

On his two-day visit, Rear Admiral Coustilliére also paid a visit to the NATO Cooperative Cyber Defense Center of Excellent, where a French expert will begin work in late July. Coustilliére also met Major General Riho Terras, the commander in chief of the Defense Forces.

For the French Cyber Defense Unit head, it is his second trip to Estonia this year. Coustilliére last visited Estonia in January.
