The Economic Affairs Ministry's undersecretary for energy Einari Kisel will leave to take a position as a World Energy Council officer.

He will continue to serve as an adviser to the ministry after assuming the post in February 2011.

Energy department head Ando Leppiman will become Kisel's acting replacement, said the ministry.

Kisel has been in charge of Estonia's national energy policy since 2002, first as department head, preceded by seven years of service at the national energy company Eesti Energia.

Kisel has a master's degree from the Tallinn University of Technology in thermal energy and business administration, with institutions in Denmark, Germany and the US also listed on his resume.

The World Energy Council is an independent worldwide organization founded in 1923 and accredited by the UN, joining 3,000 energy organizations in more than 90 countries.
