Estonian Foreign Ministry Helps Implement E-Governance in W. Ukraine
The Estonian Foreign Ministry has provided financial support for a project where public electronic services will be adopted in cities and regions in western Ukraine.
Considered one of Estonia's fortes and a significant intangible export, the country has inspired similar solutions in Georgia and brought the proprietary data layer used for Estonian "e-government" to Azerbaijan.
Applications of the project in western Ukraine will include a document management system, call center, geogaphicalinformation system and solutions that can be used over smartphones.
Foreign Minister Urmas Paet said the solutions will help cities and regions better provide services to communities and make the work of government institutions "more efficient, transparent and open."
"The current situation in Ukraine is complicated and we remain prepared to provide all manner of assistance to support the government and local governments," said Paet.
In the first phase, the services will be rolled out in Ivano-Frankivsk city and oblast and in the cities of Lviv, Dolyna and Kalush.
The project is being led by the e-Governance Academy and it is funded mainly by the Swedish development cooperation agency SIDA and the Foreign Ministry, which are splitting the approximately 500,000-euro cost of the project 88:12.
