Tallinn Bars Amateurs From Planting Trees
Tallinn City Government has established a new regulation under which planting trees in the capital’s public areas will be entrusted only to people with practical training in landscaping at the college or vocational school from which they graduated.
Landscapers must also give a two-year warranty by the end of which the tree must be properly rooted and the annual growth must correspond to the type of crown of the tree.
All of the work must be supervised by an arborist, gardener or landscaper who has passed the third-level vocational exam in one of the the specialties.
In addition, the quality of the plants and the maintenance work carried out during the warranty period is also specified in detail in the new regulation.
"The establishment and maintenance of urban green areas is a great responsibility and there is no room for amateurs," said Arvo Sarapuu, deputy mayor of Tallinn. According to him, so far many planting projects in public areas were carried out by self-appointed landscapers, due to which the biomass and decorative value of trees in the capital has dropped.
