Declarations of interest were duly submitted by June 1 by 80 percent of people whose position involves an obligation to do so, the Ministry of Justice said.
Altogether 5,191 positions are subject to the obligation to file a declaration of interests this year. These declarations were duly filed by those holding 4,163 positions; 1,020, or 20 percent, meanwhile, failed to do so in a timely manner.
Minister of Justice Raivo Aeg (Isamaa) said that not filing a declaration of interests will not result in a punishment for the person holding the position, however, this obligation is an instrument of public oversight.
"Institutions and bodies examining the declarations should nonetheless see to it that officials comply with the Anti-corruption Act and the obligation imposed on them on the basis thereof," he added.
Declarations of interests were duly filed by positions of ten authorities out of 109 — by the Ministry of Justice, the Ministry of Culture, the Ministry of Social Affairs, the Bank of Estonia, the Health Insurance Fund, the National Audit Office, the Agricultural Registers and Information Board (PRIA), the Alarm Center, Pärnu County Court and Vormsi municipal government.
Among those who did not file on time, 88 percent were positions in local governments, 10 percent positions in government bodies, and 2 percent positions in constitutional institutions. Altogether 446 members of municipal councils had not filed their declarations, accounting for the largest share — 46 percent — of all those who had not fulfilled this obligation.
By law, declarations of interests must be filed by the president, MPs, members of the government, judges, the auditor general, the chancellor of justice, members of the governing body of the Bank of Estonia, the director of the Office of the President, heads of government institutions as well as several other members of government institutions and local government officials. Declarations must also be filed by members of local government councils, members of municipal or city governments, municipal mayors, mayors and city district elders, and managers of municipal or city agencies.
Failure to submit a declaration of interests by the due date without good reason, concealment of information significant for the assessment of risks of corruption and submission of false information in the declaration is prohibited.
