The Ministry of Culture does not see it possible to allocate €2 million to build a modern sports center in Hiiumaa that the local government proposed. Hiiumaa remains the only county in Estonia currently without a modern sports center.

Toomas Rõhu, deputy mayor of Hiiumaa, submitted an application to the Prime Minister, the Minister of Public Administration, the Minister of Finance and the Ministry of Culture, to allocate €2 million in order to build a sports center in Hiiumaa.

Hiiumaa is the only county in Estonia that does not have a modern sports center. The architecture contest of the center was won by OÜ Molumba in 2018, with their "Mardikas" design.

The sports center was designed in a way that it could be built in two stages. The completion of the first stage would see a hall built for ball games, a track and field and group training room, a weight room and youth center. The second stage would consist of building a tennis hall.

The proposal noted that the construction costs would also include a so-called island tax, which makes it reasonable to build the sports center at one time. The ability to start construction on the second stage right after the first stage is completed is also brought out in the proposal, as construction of the tennis hall is still an important part of the centers' completeness.

Hiiumaa municipality government conducted a construction procurement in 2019 but no contract was agreed to. Cuts were made in the project to lower the costs of construction and another procurement was announced with the due date being May 18 2020. Four offers were made and the procurement is currently being assessed.

The total costs of the sports center are €8.15 million, with the second stage costing €2.15 million. Hiiumaa's municipality government does not have the required funds and is seeking €2 million in support to finish the center next year. According to the proposal made by Hiiumaa municipality government, the labor needed for construction would additionally aid with economic recovery.

Culture minister Tõnis Lukas responded to the proposal by saying the Ministry currently lacks the funds to allocate €2 million for support. Lukas noted however that the government is aware of the necessity of developing a sports center in Hiiumaa and is trying to find additional funding measures to eventually develop it.
