BaltCap's infrastructure investment head Marek-Andres Kauts sees Linnahall as a potential conference and cultural center. "BaltCap's infrastructure fund is not a classic private capital fund, which has a short investment period. BaltCap's infrastructure fund is laid out over 20 years so that large socio-economic projects can be completed in cooperation with the local muncipality government," Kauts said.

"The conditions for when the fund period ends are also more flexible. For example, there is an option where the property is left to the city after the investment period," he added.

No agreements were made during Friday's meeting between the city government and BaltCap and Mihhail Kõlvart said the city is awaiting a more detailed proposal. "Of course, each proposal to us includes a financial formula and that formula is our main point of discussion," he said.

"Tallinn is in a great financial situation and we are also capable of getting this loan on conditions that no fund can offer us. Then there is this substantive question of why one or the other should be better than the city's capability to realize this project independently," the mayor noted.

Kõlvart said arguments must be financial and pricing must be discussed for softer arguments, as well.

Marek-Andres Kauts said the fund does not just mean cheap money. "A fund means leadership and that things get done," he said, adding that BaltCap will make a more specific proposal after the vacation period ends.

Kõlvart noted that the city awaits proposals from other private investors about renovating the Linnahall building in August. "We hope that the market will actively react and there will be more proposals. Since we had a good proposal from Tallink, which we were not able to bring to life, then we have a point of comparison," the mayor said.
