Coalition favors amending Flag Act over separate National Anthem Act

In lieu of supporting the National Anthem Act proposed by the Conservative People's Party of Estonia (EKRE), the Pro Patria and Res Publica Union (IRL), Social Democratic Party (SDE) and Center Party intend to initially amend the existing Estonian Flag Act.
A provision is to be added to the Estonian Flag Act in the Riigikogu explicitly stating that the Estonian flag is raised on Tall Hermann Tower to a musical theme based on the first bars of the Estonian national anthem, Friedrich Pacius and Johann Voldemar Jannsen's "Mu isamaa, mu õnn ja rõõm," and lowered to a musical theme based on the first bars of Gustav Ernesaks and Lydia Koidula's "Mu isamaa on minu arm."
The explanatory letter accompanying the bill noted that the national anthem and other national symbols in addition to the national flag and coat of arms are not explicitly listed in the Constitution, but this does not in principle prevent the regulation thereof by state laws or regulations.
