Maxima turns to Chancellor of Justice over alcohol laws

Retailer Maxima Eesti OÜ has turned to Chancellor of Justice Ülle Madise seeking an evaluation regarding alcohol and advertising laws, finding that best practices of legislative drafting and technique have not been followed in drawing them up.
The bill will be amended with a change according to which the placement of alcoholic beverages must not be visible from the outside of the store. In stores with sales areas exceeding 450 square meters, alcoholic beverages must also be located in a separate area from which they are not visible from the rest of the sales area.
According to Maxima, no legislative intent has been drawn up for the bill and the accompanying cover letter does not mention the planned effects of the bill. In addition, as the effects of the bill have not been clarified, it is impossible to evaluate their importance and the need for an impact assessment.
Thus the retail chain is asking for Madise to provide an opinion regarding the the bill of amendments, Maxima spokesperson Katja Ljubobratets said.
